He was born in Matamoros, Tamaulipas in 1947. He graduated from the Universidad Nacional Autónoma de México (UNAM) (National Autonomous University of Mexico) where he obtained his Law Degree in 1970. In 1972, he obtained a master’s degree in Comparative Law (MCL) at Southern Methodist University in Dallas, Texas.

He participated in the "IV Congreso Iberoamericano de Derecho Concursal" (Fourth Ibero- American Insolvency Congress) named "Crisis de la Economía Mundial y la Concursalidad" (World Economic and Insolvency Crisis) carried out by the "Instituto Iberoamericano de Derecho Concursal" where he is a founding partner; this took place on the 12th, 13th, and 14th of November of 2008 in Punta del Este, Uruguay.

On November 19th of 2005, El Consejo Cívico de Ciudadanos e Instituciones Sociales, A.C. of Ciudad Victoria, Tamaulipas, awarded him with the "Integrity and Responsibility Prize" acknowledging the exercise of these virtues.
On June 10th of 2005, El Patronato de la Casa de la Cultura de Tamaulipas gave him an award for his valuable and generous collaboration in the development of that institute.
On September 26th of 2003, La Unidad Tamaulipeca, A.C. awarded him the "Dr. Norberto Treviño Zapata" prize in recognition of a career that dates back to 1966.
